The Andhra Pradesh High Court told the state government not to grant final permission to new degree colleges in the state. The interim order came on a plea by one Louis Victor D'rose of Kazipet on Monday. The court made it clear that the applications made can be processed by the concerned departments.

The petitioner had told the court the state government had issued a notification in December 2011, inviting applications for new colleges. The petitioner pointed out that the conditions set by the government for the new colleges are in violation of the norms prescribed by the University Grants Commission (UGC). The petitioner pointed out that according to UGC norms, a degree college must have five acres of land, but the government notification indicated that two acres will suffice in urban areas.

The court said that the applications for new colleges as per new notification may be processed but final permissions may not be granted. The court asked the government to file its counter affidavit within two weeks.
